Gambling money = tuition relief?

Gov. Ed Rendell is pushing the state Legislature to approve his plan for tuition relief that would be paid for by legalizing video poker and taxing the proceeds. He says this plan could give 170,000 college students tuition relief.
What do you think of those plans?

The "state-owned or community college" is what gets me. I'm not exactly for gambling to begin with, but if the state is going to tax proceeds from these machines, then the tuition assistance should go to every eligible student even if they are attending a private college. Throwing more students into a state-owned or community college is not going to increase the quality of education, just make the school more crowded.
