Should Washington move seventh and eighth graders to the high school.

Washington had a community meeting Monday to unveil schematic designs for the high school. The building needs renovated before seventh and eighth grade move there. The board is expected to make a decision in June.
What should Washington do?

I think 19 million dollars to quite a large sum to renovate the high school to accomodate 7th & 8th grades. How will the vacated space at the Washington Park school be utilized? I know what I'm about to say has been dicussed in the past without any solution, but wouldn't a merger with the Trinity Area at this time be the best course of action for Washington? Trinity is having problems with the South ELementary school due to pyrite shifting under the school costing thousands of dollars each year in repairs.
There is talk of demolishing the South school and building a complete new facility, but there is some question about the need at this time. Trinity administrators has said that their district is an enviable position, declining enrollment and increasing revenues.
Washington on the other hand has decling enrollment with declining revenues. I think there is enough classroom space within both districts without extensive renovation or building to make a merger a viable option.
